Dr. Dezmond Sumter, M.D.
Dr. Dezmond Sumter serves as the Executive Director of Congaree River Community Development Corporation (CRCDC), where he provides strategic leadership and works to advance initiatives that strengthen individuals, families, and communities throughout rural Lower Richland. His commitment to service, health, education, and community development helps guide CRCDC's mission of creating pathways to opportunity, stability, and long term success.
Dr. Sumter is double board certified in Family Medicine and Sleep Medicine and has dedicated his professional career to improving the health and well being of those he serves. His medical expertise provides valuable insight into the social, economic, and health related challenges facing many rural communities.
In addition to his healthcare leadership, Dr. Sumter serves as Pastor of Mount Moriah Baptist Church in Hopkins, South Carolina. Through his ministry and community engagement, he works to strengthen families, promote hope, and support positive outcomes for residents of all ages.
A devoted husband, father, physician, and pastor, Dr. Sumter values faith, family, and lifelong learning. He enjoys spending time outdoors with his family, exploring nature, and encouraging personal growth through meaningful experiences and mentorship.
Dr. Sumter's leadership philosophy is reflected in one of his favorite sayings: "Parenting is similar to gardening; we must always nurture and occasionally prune."
Through his dedication to service and community empowerment, Dr. Sumter continues to help build stronger, healthier, and more resilient communities across Hopkins, Gadsden, Eastover, and the surrounding rural areas of Lower Richland.

Emanuel Shiver, Sr.
Emanuel Shiver, Sr. is a disabled U.S. military veteran, entrepreneur, and community advocate dedicated to strengthening families, supporting local businesses, and creating opportunities for long-term economic growth.
As the founder and owner of Hello Dry Cleaners, Emanuel has combined disciplined leadership with a commitment to exceptional customer service, building a business that reflects integrity, excellence, and care for the community it serves. His experience in business ownership has fueled his passion for economic development, workforce empowerment, and helping communities thrive through entrepreneurship.
Guided by the principle found in Matthew 6:33—“But seek first the kingdom of God and His righteousness, and all these things will be added to you.”—Emanuel believes that authentic leadership begins with faith, service, and a commitment to others. This conviction shapes his approach to serving his community and pursuing initiatives that promote financial literacy, affordable housing, small business development, and generational wealth.

Secretary & Director of Administration
Dachaundra Mosley serves as Treasurer and Program Manager for Congaree River Community Development Corporation (CRCDC), where she supports the organization’s financial stewardship and helps develop programs that strengthen individuals, families, and communities throughout Lower Richland.
With a background in finance and accounting, Dachaundra brings experience in budgeting, financial management, and organizational operations. She holds advanced degrees in Finance and Accounting and is committed to using her knowledge and skills to help build sustainable programs that create opportunities for education, workforce development, and community growth.
Dachaundra is especially passionate about empowering youth, strengthening families, and supporting seniors and vulnerable adults. Shaped by personal experiences and a desire to help others overcome challenges, she believes that education, mentorship, and community support can change the trajectory of lives and create pathways to success for future generations.
Grounded in faith, service, and a commitment to community, Dachaundra believes lasting change is achieved through collaboration, compassion, and education. Through her work with CRCDC, she remains dedicated to helping create opportunities that strengthen families, empower individuals, and contribute to a brighter future for the Lower Richland community.
